The Outers – people born with special abilities caused by exposure to the unique energy resource Femto – grew resentful of their mistreatment by humanity on this new and dangerous planet. They seized control of the Gardens, orbital defense satellites, where they rule the planet below with military might as the Sovereign Axiom.
